PLEASE READ THE FOLLOWING TERMS AND CONDITIONS CAREFULLY BEFORE REGISTERING FOR THE GIVE BACK PROGRAMME
Definitions
The following words and phrases used in these Terms and Conditions and Privacy Policy and any other document in respect of the Give Back Programme shall have the following meanings:
“Entity” means an organisation, government agency or business where a student can register to complete his/her volunteer community service for the Give Back Programme and which has been approved by the Ministry.
“Focal point” means an individual appointed by an Entity to be responsible for the administration of the Give Back Programme at the Entity.
“Give Back Programme” means a programme organised by the Government and administered by the Ministry, through which the Government will pay the tuition fees of Barbadians who pursue courses of study at the University of the West Indies, Barbados Community College and Erdiston Teachers’ Training College provided that the Student has satisfied the criteria specified in the Ministerial Statement which was laid in the Honourable House of Assembly on July 24 2018.
“Government” means the Government of Barbados.
“Institution” means a participating educational institution in the Give Back Programme namely, the University of the West Indies, Barbados Community College or Erdiston Teachers’ Training College.
“Ministry” means the Ministry responsible for Education, Technological and Vocational Training.
“Student” means a Barbadian who is enrolled in a programme of study at an Institution and is eligible to register for the Give Back Programme, upon acceptance of the terms and conditions herein.
“Volunteer Orientation Manual” means a handbook which seeks to inform and educate Students on an Entity’s professional standards, policies and procedures and performance objectives.
“Policy Documents” includes the Ministerial Statement which was laid in the Honourable House of Assembly on July 24 2018, the Give Back Policy, the Give Back App Opt-Out Form and the Areas of National Significance List and such other documents as may be approved by the Ministry from time to time and listed on its website.
Term
These Terms and Conditions and Privacy Policy and any other document in respect of the Give Back Programme shall apply from the date of registration with the Give Back Programme, for such period of time as a Student is registered with the Give Back Programme and the Government is paying the tuition fees of the Student which
in the case of full-time Students, shall not exceed 4 years from registration with the Give Back Programme; and
in the case of part-time Students shall not exceed 5 years from registration with the Give Back Programme,
unless some other period is stipulated or approved by the Ministry.
Contract with Student
These Terms and Conditions and Privacy Policy, together with the Policy Documents and Volunteer Orientation Manual and any other document in respect of the Give Back Programme shall form part of a wider agreement between the Government and the Student, which is legally binding on each party.
Conditions of Contract
4.1 Pursuant to the Policy Documents and in consideration of the Government agreeing to pay the tuition fees of the Student, the Student agrees to:
Register with the Give Back Programme by completing all the relevant fields in the Give Back App.
Select, using the Give Back App, an Entity where the period of volunteer community service will be completed.
Complete 150 hours of approved volunteer community service per annum as a registered full-time Student.
Complete 100 hours of approved volunteer community service per annum as a registered part-time Student.
Submit the hours of volunteer community service in the Give Back App as evidence of having completed specified activities and hours of service.
Co-operate fully with the Entity and comply with its professional standards, policies, procedures and performance objectives as outlined in its Volunteer Orientation Manual and confirm that he/she has read and understood the terms and conditions therein as legally binding.
Report to the Focal Point of the Entity to ensure that all volunteer community service hours are being verified.
4.2 The Government makes this offer on the premise that the Student has been accepted by an Institution and is enrolled in a programme of study in accordance with the Policy Documents.
4.3. A Student who fails to complete the requisite hours of volunteer community service during a year of study will be obligated to finance his/her tuition for that year, unless approval is given by the Ministry to make up the time with the Entity.
4.4. A Student who is enrolled in a programme of study at the University of the West Indies and is completing that programme of study in the Bahamas or at the Mona Campus in Jamaica or the St. Augustine Campus in Trinidad & Tobago is required to register with the Ministry to facilitate the completion of his/her volunteer community service hours during a four-week period in the summer.
4.5 A Student who is enrolled in a programme of study in Medicine which has mandatory clinical and residency schedules will have his/her hours completed pursuant to such schedules counted under the Give Back Programme.
4.6 A Student who is enrolled in one of the programmes of study specified by the Ministry which has a mandatory internship component will have his/her hours completed pursuant to such internship counted under the Give Back Programme.
4.7 In the event that a Student is granted a leave of absence from an Institution, his/her requirement to complete volunteer community service hours will be paused until such time as the Student resumes attendance at the Institution.
4.8. A Student who is not desirous of participating in the Give Back Programme will be required to opt out of the Programme using the Give Back App Opt-Out Form.
4.9 A Student for whom tuition fees have been paid by the Government for a year of study and who fails to register to participate in the Give Back Programme will be obligated to refund the Government the sum of tuition fees paid on his/her behalf.
Confidentiality and Data Protection
Student records and any other information pertaining to a Student are regarded as confidential and will not be divulged to a third party, other than the Ministry responsible for Innovation, Science and Smart Technology, unless required by applicable laws including the Data Protection Act, 2019-29.
Complaints and Queries
A Student who wishes to make a complaint or query in relation to the Give Back Programme shall submit the complaint or query in writing to the Permanent Secretary of the Ministry, clearly setting out the relevant details of the complaint or query.
Variation of Contract
7.1 These Terms and Conditions and Privacy Policy and any other document in respect of the Give Back Programme constitute the complete contract between the parties hereto and no oral statement or promises will be recognised.
7.2 Neither these Terms and Conditions and Privacy Policy nor any other document in respect of the Give Back Programme may be varied or any of the provisions waived, unless such variation or waiver is approved by the duly authorised representatives of the Ministry.
8. Discretion of the Government
Nothing in these Terms and Conditions and Privacy Policy or any other document in respect of the Give Back Programme shall be construed as limiting or excluding the Government’s discretion to change its policy.
9. Invalidity
A determination that any provision in these Terms and Conditions and Privacy Policy or any other document in respect of the Give Back Programme is invalid or unenforceable shall not invalidate the agreement between the Government and the Student, which shall be construed and performed in all respects as if such invalid or unenforceable provisions were omitted.
10. Governing Law
These Terms and Conditions and Privacy Policy and any other document in respect of the Give Back Programme shall be construed and applied in accordance with the laws of Barbados.

I understand that by opting out of the Give Back Programme I will NOT be entitled to government sponsorship of my programme of study for the academic year or the remainder of my programme of study and as a result, I fully accept the responsibility to finance the full cost of my tuition.
I
understand that my failure to cover the full cost of my tuition will
result in me being denied access to the programme of study and/or
being able to register/participate in examinations until payment has
been rendered in full to my tertiary institution.
I
understand that it is my responsibility to notify the relevant
administrative department at my tertiary institution of my decision
to opt out of the Give Back Programme and will present to them a
copy of this opt out form at the time of payment.
I shall print and save a copy of this document for my records.
The Government
of Barbados has committed to paying the tuition fees of Barbadians who pursue
undergraduate courses of study at the University of the West Indies, Barbados
Community College and the Erdiston Teachers’ Training College. In return they are required to Give Back a
set number of hours in approved community service per year.
The official
commencement of the Give Back Programme occurs in February, 2020.
Participation in
the Give Back Programme is mandatory.
However, provision will be made by the Ministry of Education,
Technological and Vocational Training (herein after called the Ministry of
Education) to accommodate those persons who are not desirous of participating
in the Give Back Programme. Such persons
are required to indicate their intention not to participate at the time of
registration for their course of study.
Eligible persons
who fail to register to participate in the Programme will be required to repay
the Government the full cost of their tuition as long as fees have already been
paid on their behalf.
Registration is done by
first going to the url https://www.gov.bb/giveback on the website of the Ministry of Innovation, Science and Smart Technology selecting the entity at which the student wishes to
volunteer their service and filling out the remaining fields in the
app.

The Focal Point of the
entity at which the student has volunteered their service must
confirm completion of the Volunteer’s hours.
No, Students must submit
the completed forms. Other than that students who fail to complete
the requisite hours of volunteer service during the year of study
will be obligated to finance their tuition for the year unless
arrangements are made with the institution to make up the time.
The 100/150
hours can be completed over the academic year or over the holiday period.
The tertiary
institution must approve the activity/project and submit the details to the
Ministry of Education, with a description of the nature of the project/activity
and indicate the nature of the voluntary work to be undertaken. The name of the project coordinator/entity
and contact information must be included.
Those persons who are
registered as full-time students are required to complete 150 hours
of approved community service per year.
Those students who are
registered as part-time are required to complete 100 of approved
community service per year.
Participants in the Give
Back Programme must select through the app one approved entity where
the period of volunteer service will be completed.
Students who are
granted leave of absence from their respective institutions may have their
hours of volunteer service paused and resumed at a later date.
A list of approved
entities will be published by the Ministry of Education and updated
from time to time as the need arises.
All participating
entities are required to maintain adequate records of the
participation of students in the programme and provide suitable
verification of the performance and completion of community service
as stipulated by the Ministry of Education.
Students
pursuing medicine who have mandatory clinical and residency programmes will
have their hours counted under the Give Back Programme. Students who are
pursuing programmes of study that have mandatory voluntary requirements that
meet the stipulations specified by the Ministry of Education will have their hours
counted under the Give Back Programme.
Special
consideration will be given to students enrolled in programs who, because of
their schedule, would automatically be giving back as part of their
internships.
Students studying at the
Mona and St. Augustine Campuses and in the Bahamas are required to
register with the Ministry of Education to facilitate their “give
back†hours during a four-week period in the summer.
Provision will be made by
the Ministry of Education to accommodate those persons who are not
desirous of participating in the Give Back Programme. Persons who are not
desirous of participating in the Give Back Programme are required to
indicate their intention not to participate at the time of
registration for their course of study.
Eligible persons who fail

the Government the full cost of their tuition as long as fees have
already been paid on their behalf.

participates in the Give Back Programme has the right to raise objection or
dissatisfaction with any aspect of the programme.

certificate of completion generated by the app.
Each
participating entity will: (a) register with the Ministry of Education to participate in the Give
Back Programme; (b) establish a Focal Point who will be responsible for the
administration of the Give Back Programme at the entity; (c) provide appropriate activities as part of the Give Back Programme;
(d) provide adequate supervision or oversight of the students registered
to undertake volunteer service with the entity; and
Students are
required to: (a) complete their registration through the app to participate in the
Give Back Programme; (b) select approved Entity/Entities where the required number of hours
or volunteer community service will be completed; (c) undertake such activities with approved volunteer service entity/entities
to ensure compliance with the policy as set out by the Ministry of Education;
and (d) log their start and completion times in the app as evidence of
having completed specified activities and hours of service in the Give Back
Programme..
